Nigeria's Stolen Crude, Refined Abroad | Power Problems, End-in-Sight


From 5:30mins Nigeria's President addresses the power problems in Nigeria. How does Nigeria tap its natural gas reserves and transform this great abundance of energy to 'light in the bulbs'? 

Also, Amanpour also poses the question of 400,000 barrels of oil per day in stolen crude and as the Nigerian President points out. this volume of crude is processed in refineries abroad. 

This leads to one loooOooong question: What is the approach to 'blood diamonds' in the western world; how has this policy of discouraging consumption of illegally mined diamonds performed so far; can this approach be applied against refineries processing stolen crude and is the international community really incapable of tracing ships that transport at least 400,000 barrels of oil per day equivalent oil in international waters?
