Qatar rethinks carbon footprint at UN climate talks


Qatar emits more carbon dioxide per person than any other country in the world - nearly 50 tons a year for each of its residents.

So the decision for it to host this year's United Nations climate change conference has caused a stir.

The talks officially begin in Doha on Monday.

Is this plain politics or a realignment of policy?
