TO DRILL OR NOT TO DRILL: Arctic Ocean oil and gas reserves


Is Total right?

Energy giant Total has warned against drilling for crude oil in Arctic waters, according to a report in British newspaper the Financial Times. Total's chief executive, Christophe de Margerie, said damage caused by a potential oil spill in such an environmentally sensitive area would be disastrous. A 2008 study by the US Geological Survey found the Arctic Ocean contains more than a fifth of the world's unexploited, recoverable oil and gas resources.

How much sustainability impact does this inject on an industry-wide scale?

Carbon Capture and Storage technology, or CCS, has been identified as one of the most promising technologies to make a significant contribution to worldwide efforts to mitigate climate change by reducing emissions from large industrial facilities. 

Beginning in 2015, Shell's Carbon Capture and Storage Project, called Quest, will capture more than one million tonnes of CO2 per year from the Scotford Upgrader in Alberta, Canada and store it deep underground, beneath several layers of impermeable rock layers. The Quest Project will be the first CCS Project in the world to be implemented at an oil sands upgrading operation

EU Commission to limit food-based biofuels

In a major policy shift, the European Commission has said it wants to cap food-based biofuels to five percent. 
The new limit was announced during informal talks in Cyprus on Monday between EU energy ministers. 

Record high global grain prices have intensified calls from environmental groups, and NGO's like Oxfam, which argue current rules snatch away land that should be used for food. 

The idea, to develop more sustainable biofuel sources would still need to be approved by MEPs and national governments. 

Activists insist the current use of food-based biofuels is unsustainable:''Every day we take huge amounts of food and put it inside the tanks of our cars. We live in a world where one billion people suffer from the famine. Is this acceptable? We need a more intelligent transport system that has more fuel efficient cars, electric cars,''Marc-olivier Herman from Oxfam said.

Therefore, the companies are still subsumed under PHCN, making them subsidiaries. The Yar’Adua administration when it took over centralized an already decentralized PHCN.[2]

Ghana’s local content and Local Participation in Petroleum Activities policy like many others in the oil and gas industry is backed by legislation, sections 33, 34 and 35 of Ghana Petroleum (Exploration and Production) Law, 2010 talks about local content. Section 33(1) for instance which is subtitled “local content and employment” states that “A contractor or subcontractor shall ensure that opportunities are given as far as is possible for the employment of citizens who have the requisite expertise or qualifications in the various levels of the operations in accordance with the Regulations and with the terms of a petroleum agreement or petroleum subcontract”. Section 34 which is based on technology transfer also states that
