Our guest speaker for the OCTOBER edition of The Lagos Oil Club Q+A session is Mr. Mofe Boyo.
Mr. Boyo is the Deputy Group Chief Executive, Oando Plc and doubles as the Chief Executive Officer of Oando Marketing Plc.
Mr. Boyo was responsible for the Sovereign Debt Note (SDN) initiative with which the Federal Government through the Petroleum Products Pricing Regula-tory Agency (PPPRA) and the Debt Management Office (DMO) use as a guarantee for payment of imported oil cargoes.
Mr. Boyo was also involved in proposing draft legislation on the Petroleum Support Fund bill, as well as amendments required to the PPPRA Act. This is to enable a legal framework for the implementation of the subsidy scheme.
In 2004, Mofe provided advice and alternative models on the privatization of Oil & Gas assets in the Bureau of Public Enterprise. From 2004 to date, Mofe has been the principal liaison between the industry, the regulatory authorities and the government on change and efficiency issues as they affect the downstream sector.
Mofe has a Bachelor’s Degree in Law from Kings College, University of London, England in 1989.
Mofe started his career with Chief Rotimi Williams’ Chambers, a leading Nigerian law firm, where he specialized in shipping and oil services and worked on several joint venture transactions between the NNPC and major international oil companies. He was also a member of the team that represented the refineries in the NNPC judicial enquiry. He joined the Ocean and Oil Group in 1994, where he developed and managed the operations department before his appointment in July 2001 as Executive Director, Oando PLC.
A member of the Nigerian Bar Association, Mr. Boyo serves on the board of several companies which include Gaslink Nigeria Ltd, Oando Togo, Oando Ghana, West African Refinery Company, (WARCO) Sierra Leone, Stallion Properties, Ocean and Oil Services Ltd, Indunmines Ltd, Quantum Voice Systems Ltd, I2I Nigeria Ltd. and Lagos Preparatory School Ltd.
Mr. Boyo will be speaking on the Oil Sector Deregulation in Nigeria and how the Sovereign Debt Notes have fared as guarantee for bridging fuel subsidy in Nigeria.
